OLD CREE (? ) SMUDGE FEATHER FAN beaded berry theme, bone handle

Description

I'm going to guess this to be a Cree( ? ) piece that is almost antique. The stylized berry and what I think is moose hide reminds me of Cree leather craft. The bone has been whittled to create a disc shaped handle knob with a hole drilled through for a hanging loop. It is small but the feathers deliver a powerful breeze. I might also guess that it is a delicate ritual piece for dispersing smudge smoke ( ?).
It is quite attractive for a display although  some feathers are bit mussed from age. A rare find.
